Junior Eurovision 2008: Voting changes considered
The most significant change proposed is the introduction of a so-called mixed voting system, in which a jury and televoters each have a 50% influence on the results. The Steering Group also proposed to introduce an extra jury of independent experts, which will give 1 to 8, 10 and 12 points, as if they represent an extra country.
Svante Stockselius, Executive Supervisor of the Eurovision Song Contest and the Junior Eurovision Song Contest, says to Eurovision.tv: "This can be a good test to see if the outcome will be different, compared to only televoting. The introduction of an independent jury of experts can also bring some additional excitement to the show." Earlier this year, Eurovision Song Contest Reference Group member Julian Vignoles showed the Heads of Delegation that using a 50/50 voting system in the Eurovision Song Contest Final would not significantly affect the results.
In the months ahead, the Steering Group and participating EBU Members will consider and work out the proposed format changes, to take a final decision before the Heads of Delegation meeting for the Junior event in September.
In the shadow of the upcoming Eurovision Song Contest, Cypriot broadcaster CyBC quickly proceeds with the preparations for the 2008 Junior Eurovision Song Contest. "Everything is going well here. The Mayor of Lemesos triggered a countdown clock in the city centre, and we had a major technical meeting with all parties involved a few weeks ago. We have just finished two days of meetings with our choreographer, composer and costume designer and we are now planning ahead for the Steering Group meeting on the 5th of June and a Heads of Delegation meeting the day after," said Munro Forbes, Executive Producer of the event, to Eurovision.tv. It is expected that during this meeting, the host city of the 2009 contest will be elected.

And the current voting system is not questionable, then? We should just continue letting people vote for countries instead of songs? Televoting has proved itself to be the absolute worst thing that has ever happened to Eurovision.
Besides, all the popular winners from the golden years, as you put it, were voted to the top spot... by juries.
I'm not for a return of the jury's. Their taste can be questionable: Nel Blu Di Pinto Di Blu (Volare), Eres Tu, Ooh aah... just a little bit among others all failed to win the contest but became huge hits. I'm sure that a victory for UK in 1996 would have raised the interest for Eurovision, as it would have been an evidence it could generate popular winners (like in the golden years), but instead of that the jury's failed once again and gave the victory to Ireland, and a song which did nothing after that victory.
Think the only good thing about JESC is that it can be used to test out new voting systems..... if any good get them into ESC
Though I don't think 50/50 will resolve the problems - it may help a bit i suppose
Doing so maybe they are thinking seriously to establish this policy for the next esc.

btw My ideal voting:
The 12 pointer of every country would get 0. The original 10pointer would get the 12 and so on

Here is my ideal ESC voting -
Only 1 vote allowed per telephone.
All of the finalists present their votes, with 1-5 being added automatically, and 6-12 being read out. Points 1-5 are determined by a jury, and 6-12 are determined by televoting.
Then the non-qualifying semi-finalists votes are condensed into one "super vote", and the amount of points given by the semi finalists will be added to the scoreboard.
Then there will be one un-biased jury who will give out 1-8, 10 & 12 points.

With all of these new measures, the voting would be fairer, and should allow western countries to as many points as they deserved and bloc/dispora votes to be less powerful

Completely in agreement with Nico B, the current system of voting is a SHAME AND UNJUSTLY.
Juror, returns please. Though better thought, I hope that Spain leaves definitively the Eurovision song "contest" since already it has done it with the junior eurovision contest
Well they normally experiment these things on JESC first dont they?

So if this is successful, they might as well put it in ESC itself.
Lets hope the jury isn't full of old farts who have no musical knowledge or taste

Last year one person could vote up to 20 times at JESC, that should be 1 or 2 maximum.

I don't know in your country, but in the various European countries I have been living in some basic rules of democracy were :
* no voting rights for foreigners at national elections
* limited amount of votes per person (normally one)
* no costs related to the vote
Do you still think that we should name the ESC voting "democracy"? And by the way it is also far from being representative for taste of a country, at least as far as a jury vote would be (you can at least try to come up with a representative panel for a jury vote...).
Democracy obviously doesn't work in televotingland, with all the friendly voting going on all over the place, so the voting system needs to be reconsidered. Diaspora and neighbourly voting is a huge problem and it is killing the contest, because it's so unfair.
The only reason why Germany failed to score any decent points last year is because people dislike them for their Big4-status (I do too, but it didn't affect the quality of their song, which was excellent and original) and because there are not enough text-messaging German immigrants in other European countries. And we all know who cast the votes for Turkey and Armenia, don't we?
Anyway, Serbia would have won either way last year, so bringing back the juries won't change anything at the very top or the very bottom of the table. There's a possibility it might help to cancel out friendly voting, though, and that would make the Eurovision more fair, more credible and more fun to watch as a contest.

Good idea to try it at JESC first and maybe adapt it to ESC then. At least it would be an improvement compared to the horrible reducement of the voting sequence which came from JESC !!!

I found out to which company he belongs. Did a Google on addresses there and asked for the results from him. I got them within one hour. I just sent the original e-mail to Euro_Friends. I can mail them if you write to me at jan1964(at)chello.nl

Where do you get all the results of the jury votings from? If your information source is really valid, it would be nice if you could write how the juries voted exactly. I can't remember reading an article about the jury votings on esctoday. So the best thing would be if your email your information to esctoday. How the juries voted, how the ESC result would have been without televoting and with a 50/50 voting system would make a VERY INTERESTING esctoday article. I think everyone on this site would be interested in this. There is sooo much speculation about how much differences juries would make, that some real facts about them would be nice. It would be very interesting to see how much the televoting result of a specific country differ from the jury of the same country. You could also see in this way, if at least the juries are neutral, or if they also are affected by the neighbour/diaspora/political voting disease.

Yes I agree perfectly of the 50/50 votings! Maybe it will be a perfect trial for ESC votings too!!!
